In April 2025, Citizens League launched the Minnesota Legislative Exchange (MLE), a first-in-the-nation initiative that pair state legislators from opposite political parties to visit one another’s districts and build the cross-party relationships that are essential for problem solving in the legislature and Minnesota.  

 

Over the last several months, four pairs of Minnesota House Republican and Democratic state legislators spent time together in each other’s districts and not only learned about that district but came to appreciate one another and realize new perspectives. 

The MLE helps dignify differences, define common problems across blue and red districts, and identify shared interests between lawmakers. It allows regional and local civic, business, education, and faith leaders to connect with members of the Legislature. Most importantly, we believe that these new bipartisan relationships and shared understanding will be essential as legislators return to St. Paul. Collaboration across party lines is always important at the Capitol, but even more so given Minnesota’s historic, evenly-divided State House.

Our first MLE trip took place on June 20-21, a mere six days after the shocking and horrific assassination of Speaker Emerita Melissa Hortman and her husband Mark, and the shooting of Senator John Hoffman and his wife Yvette. Given the circumstances, we were hesitant about conducting the exchange – but we are deeply grateful to both Reps. Clardy and Baker for their willingness to continue with the visit to Kandiyohi County. Our trip and visits in Willmar, Spicer, and New London included thoughtful discussions with school officials, business and civic leaders, and rural policy experts; and fascinating stops at the Child & Adolescent Behavioral Health Hospital and BNSF’s freight rail terminal.

Our second MLE exchange took place on July 31, when Rep. Sandra Feist visited Rep. Bernie Perryman’s district in central Minnesota. This excursion focused heavily on education and workforce training and included visits to St. Cloud Technical & Community College (SCTCC), the University of Minnesota & CentraCare’s beautiful new medical school, and Grede, an impressive foundry that makes iron castings for industrial and commercial truck and auto markets.

In late September, Rep. Anquam Mahamoud, a Democrat from South Minneapolis, visited Republican Rep. Cal Warwas’s district in the heart of Minnesota’s treasured Iron Range. The two-day trip, led by third-generation miner Rep. Warwas, included visits to three different kinds of mines.  

The first was Minntac, where Rep. Warwas (and one of his daughters) are currently employed. Owned by US Steel, Minntac is the state’s largest single mining operation at 9 miles long, 2 miles wide, and 435 feet deep. Rep. Warwas showed his colleague not only the mine itself but also the giant haul trucks, excavators, and blasting equipment that are used to extract the ore. Standing next to a 400-ton truck that is more than 21 ft. tall (As one of the Minntac employees explained: “it’s like driving a two-story house!”) gave Rep. Mahamoud a new perspective of the scale of the operation and the skills needed to drive these remarkable machines.

In late October, with autumn’s colors on full display, the MLE headed north again with Rep. Ned Carroll visiting Rep. Natalie Zeleznikar. Stretching from Cloquet north to Hoyt Lakes, much of District 3B’s economy can be described in one word: wood. As a district with an impressive array of natural resources, it’s literally and figuratively a long way from the western suburbs of Minneapolis.  

After a working lunch with county and local officials in Two Harbors, the two members toured LP Building Solutions, a company that turns trees into construction materials for siding, trim, sheathing, and subflooring. They learned about forest management and how logs are cut and stripped before another assembly line presses the wood and shapes the product for home and commercial building.
