The local picture. Annual studies of homeowners' property taxes by the Citizens League have generally placed Minneapolis at or near the top among metropolitan cities. St. Paul, largely by holding down its city levy, had fallen to 58th of the 112 communities surveyed.In that study, fast-growing Blaine ranked 77th; Apple Valley (61st), Lakeville (63rd) and Eagan (88th) in Dakota County were well down the list; and in Washington County, Stillwater ranked 46th. High-tax metro cities included Chanhassen (9th), Brooklyn Center (8th), Golden Valley (4th) and New Hope (7th.)
